Overview
Plot
In Los Angeles, a gang of bank robbers called The Ex-Presidents wears masks of Reagan, Carter, Nixon, and Johnson during their heists. The FBI suspects the robbers are surfers and sends young agent Johnny Utah undercover to the beach to infiltrate the surfing community and gather information.

Plot

The Ex-Presidents, a Los Angeles bank robbery gang, commit their crimes while wearing masks of former presidents Reagan, Carter, Nixon, and Johnson. The FBI theorizes that the gang members might be surfers, so they assign young agent Johnny Utah to go undercover at the beach. His mission is to blend in with the surfers and collect information that could lead to the robbers.
