An armed robbery near a trade center in a small provincial town leaves a Ministry of Internal Affairs agent dead in the crossfire. Major Rovnin, a Moscow crime investigator and close friend of the deceased, comes to assist. He is struck by how brutally his friend was shot, as if someone was taking revenge. Local investigators believe they can handle the case and are unhappy with the Moscow expert's arrival, trying to wrap things up quickly even at the risk of error. Rovnin's task is to find the killer, even though he is left to conduct the investigation on his own.
